Chosen number of attempts

Hello, i made a script that connects to my db and check the user/pass from the user, and if it's ok, the bot will invite him. But, i want to make something that the invite command for that user wont work for 15 minutes if he puts 5 wrong passwords in a intervale of 15 seconds each one.

I think it could be done by the vhost of the user, but i have no idea how.
