Can anyone help me with script?

I need script for #announcements channel.
Requirements:
1. Anyone can add channel to base.
2. Only owner of channel can delete channel from base.
3. On some command like !view anyone can see RANDOM channel name and description.
4. Output format must be like: #somechannel /// Description /// count of users

May be someone have solved :-)
