Why a txt file, when the bot already has a userfile that you can flag people in, then use the public commands script with?

I'm looking for something pubchancomm.tcl like listed here:

However, I'd like it to be able to pull information from a file containing pre-set usernames for people I want to be op/deop/voice/etc.

For example lets say I have "ops.txt" with the content being:

username1username3username3

And username1 in public chat says !op

I would then like the bot to op username1. Possible?
