you can if you hack the source a little. I think there was a patch for unforcing flags (in this case +p).

How can I give someone flags "mo" on the bot without making them able to telnet to it.
I need to use secure telnet but still allow the bot to recognize a user as master.
If I use the .+host command it will add the user on flags "mo" but they will also be able to telnet to the bot from that host right ? I don't want that.
