script for constant checking if bot is opped

I'd like to write a script that constantly checks whether the bot is opped on the channel or not. If not, then the bot should ask chanserv for op.
The thing is, say the bot is deopped and chanserv is lagging, I don't want it to flood services by sending too many requests to chanserv (it will be Killed on DALnet).
Also I don't want it to send requests to chanserv if chanserv is offline.
Does someone know of such a script ?
