im talkin' about user which have +n.
They still have to have +p set globally else they cannot join the partyline.
maybe that was the problem.The guy was local owner and his flags were +mn not fhjlmnoptx :D ...whatever

A settings you might want to see in the .conf file:
# If you want people allow to telnet in and type 'NEW' to become a new user,
