and written like that and changing 0 0 to something like 15 14 would make it rehash at 3:14 pm then?

yes, with bind time

eg.
bind time - "0 0 * * *" rehash
which runs at midnight

can you make the eggdrop automatically rehash or restart itself every day at a certain time, or with a timer or anything?
